What a delivered project is judged on
Project delivery is judged in hindsight, on what was shipped and on the gaps explained. The awarded document attests the assessed acts: framing a scope with a sponsor, planning, holding a budget, arbitrating a scope change, closing and handing over. It also names the level of responsibility, since running a work package and carrying a portfolio are two distinct functions.
